General strike6/10/2023 It is considered “own” property insofar as the document was issued publicly, and to/about Larkin himself. It isn’t clear what outside influences, if any, determined his adoption of the tactic, and the term ‘blacking’ appears to be his own.ĭestruction of own property: This refers to an incident in the beginning of the strike when James Larkin, with an audience of some 10,000 strikers, publicly burned an official proclamation accusing him of seditious intent and prohibiting a meeting of the ITGWU. In much of the literature about him, Larkin is mentioned as having pioneered this tactic, developing it in Belfast and some of his earlier strike campaigns in Ireland/Northern Ireland before bringing it to the Dublin strike. Referred to by him as “blacking” goods, it involved workers and carriers refusing to handle certain products by employers who refused to cooperate with strikers, or who condemned the striking actions. Suppliers’ and handlers’ boycott: This tactical choice was a method commonly used by James Larkin, one of the headliners of the campaign, and the organizer of the ITGWU. A few of the other tactics also bear noting: Larkin adopted nonviolent tactics in his personal repertoire of protest as well, using huger strikes when he was placed in jail, and developing the previously mentioned “blacking” of goods (see below). However, the tactics chosen during the campaign were nonviolent by default. In fact, Larkin advocated using force if necessary. Negotiations between PSAC and Treasury Board began in June 2021, but reached impasse in May 2022.A note about methods: Principled nonviolence was not a part of the campaign. “We’re ready to reach a fair deal as soon as the government is ready to come to the table with a fair offer.” “As we begin this historic strike, PSAC bargaining teams will remain at the table night and day as they have been for weeks,” Aylward said. With nearly a third of the entire federal public service workers on strike, Canadians can expect to see slowdowns or a complete shutdown of services nationwide beginning tomorrow, including a complete halt of the tax season disruptions to employment insurance, immigration, and passport applications interruptions to supply chains and international trade at ports and slowdowns at the border with administrative staff on strike. Members and public supporters can find the nearest picket line using PSAC’s picket line finder tool. Picket lines will be set up in more than 250 locations across the country. Strike action will begin at 12:01am ET April 19 – setting the stage for one of the largest strikes in Canada’s history. And it’s clear the only way we’ll achieve that is by taking strike action to show the government that workers can’t wait.” “Now more than ever, workers need fair wages, good working conditions and inclusive workplaces. “We truly hoped we wouldn’t be forced to take strike action, but we’ve exhausted every other avenue to reach a fair contract for Canada’s Federal Public Service workers,” said Chris Aylward, PSAC national president. Picket lines will go up across the country April 19 as more than 155,000 Public Service Alliance of Canada members working for Treasury Board and Canada Revenue Agency begin strike action.
